In 2012, Construck began as a trading concept within Anton Solutions, operating without a dedicated office as part of a collection of entrepreneurial ventures. Recognizing the potential for revenue generation without external investment, founder Anton Russel formally established Construck in 2014 as a specialized supplier of building materials to the construction industry.

To differentiate itself from other established and new building materials suppliers in the market, Construck focused on value-engineered and alternative building materials that offered superior price points and technical properties compared to conventional options. Anton personally traveled extensively across global markets to identify and secure these specialized procurement opportunities.

After a period of persistent marketing efforts to promote these innovative products, Construck began generating initial revenue from its trading operations, establishing the financial foundation that would support its future growth. In doing so, the company successfully challenged the conventional wisdom that entering the civil engineering business required substantial capital investment. Through strategic financial management, Construck acquired and supplied inventory to clients despite starting with minimal financial resources.

With over 12 years of hands-on experience in geotechnical design and product innovation, Anton has become a recognized name in sustainable geohazard mitigation. He is an ASTM-voted Emerging Professional and an active member of international technical bodies including ASTM D18 and D35, IECA, IGS, and AASHTO.

Christian Mocellin is a Chartered Geotechnical Engineer with 20 years of experience delivering roadworks, cut-slope designs, slope stability modelling, and geotechnical protection systems. With a background in both construction and design-build, he brings strong contract administration and project leadership skills. As a PMI-registered project manager, he guides Construck's geotechnical strategy and supports the continued development of our SPaaP® approach to high-performance slope protection.

1. Purpose

This Corporate Policy reflects Construck Systems & Technology's commitment to delivering high-quality, safe, and sustainable solutions in the fields of slope stabilization, geosynthetics, micro-piling, and other infrastructure works across the Middle East and beyond.

2. Scope

This policy applies to all Construck offices, project sites, and operations, including subcontractor and supply chain activities in all the offices worldwide. It encompasses project planning, execution, supply chain, engineering, and health, safety, and environmental (HSE) controls.

3. Corporate Commitments

3.1 Quality Assurance

  • Implement and maintain a Quality Management System aligned with international standards (e.g., ISO 9001).
  • Ensure all projects meet or exceed client expectations through regular inspections, audits, and continuous improvement processes.
  • Promote value engineering, quality leadership, and supplier performance evaluation as part of our quality culture.

3.2 Health, Safety & Environment (HSE)

  • Maintain a safe, healthy, and environmentally sound workplace across all operations.
  • Conduct thorough Risk Assessments, Job Safety and Environmental Analysis (JSEA), and implement project-specific safety instructions.
  • Strive for zero Class 1 personal injuries and maintain an LTIFR < 0.8 annually.
  • Provide adequate welfare facilities, first aid, and PPE, and ensure strict compliance with all regulatory HSE obligations.

3.3 Legal & Regulatory Compliance

  • Conform with all local and international regulations related to construction, labor, safety, environment, and quality.
  • Maintain site-specific documentation including Material Safety Data Sheets (MSDS), inspection records, and audit reports.
  • Engage with local authorities, clients, and consultants to meet all project-specific legal obligations.

3.4 Operational Excellence

  • Promote lean, efficient, and well-documented construction practices.
  • Employ skilled personnel, conduct technical training, and enforce method statements and inspection test plans (ITPs).
  • Conduct internal audits, manage non-conformances, and implement corrective and preventive actions as needed.

3.5 Ethical Conduct and Leadership

  • Uphold the highest standards of integrity, transparency, and accountability in all our dealings.

  • Submit and execute project-specific HSE and Quality Plans.
  • Ensure all activities are conducted according to legal, safety, and quality standards.
  • Report monthly on KPIs including incident rates, quality metrics, and progress against targets.

Supervisors & Workers

  • Follow job safety instructions and quality guidelines.

5. Review and Continuous Improvement

Whether on construction sites, in offices, or across our regional facilities, we are committed to protecting the health, safety, and well-being of everyone involved in our work. From employees and subcontractors to clients and visitors, no one's safety is negotiable.

This Health and Safety Policy sets the foundation for our safety culture—grounded in risk awareness, legal compliance, and continuous vigilance. It outlines our shared responsibilities and the safety standards enforced across all Construck-controlled environments throughout the UAE, Oman, Qatar, Saudi Arabia, and Prague. We believe that all incidents are preventable, and that a safe work environment is the responsibility of every individual on-site.

1. Purpose

To establish a safe, healthy, and controlled environment for all workers and visitors at Construck Systems & Technology project sites, offices, warehouses, and partner locations. This policy outlines our core safety principles, responsibilities, and protective measures.

2. Scope

This policy applies to all direct employees, subcontractors, suppliers, and site visitors, including consultants, clients, and auditors entering any Construck-controlled location across the UAE, Oman, Qatar, Saudi Arabia, and Prague.

3. Policy Statement

Construck Systems & Technology is committed to:

  • Preventing workplace injuries and illnesses
  • Complying with local occupational health and safety laws and international standards
  • Promoting a proactive safety culture through training, supervision, and accountability
  • Ensuring that all visitors and workers are aware of and follow safety rules on-site
  • Stopping work when unsafe conditions or behavior are observed

4. Responsibilities

A. For All Workers

  • Follow all site safety rules, PPE requirements, and emergency procedures.
  • Attend mandatory safety inductions, toolbox talks, and refresher trainings.
  • Use equipment and tools properly and only if trained and authorized.
  • Report any hazard, unsafe condition, incident, or near-miss to the supervisor or HSE Officer.
  • Maintain good housekeeping at all times.

Minimum PPE Required:

  • Safety helmet
  • High-visibility vest
  • Steel-toe safety shoes
  • Overalls or appropriate workwear
  • Gloves, goggles, harnesses (as task-specific)

B. For Site Visitors

  • Report to site reception and sign the Visitor Logbook.
  • Attend a site-specific safety induction before entering operational areas.
  • Always be accompanied by an authorized Construck representative.
  • Wear minimum PPE: helmet, vest, and safety shoes.
  • Do not enter restricted or hazardous zones unless approved by the site HSE Officer.

Visitors must not:

  • Operate machinery or tools
  • Enter excavation areas or high-risk zones unaccompanied
  • Take photos or videos without prior approval

5. Key Safety Measures

  • First Aid & Medical: First aid kits and trained responders available on-site at all times.
  • Fire Safety: Fire extinguishers and evacuation maps installed in visible locations.
  • Emergency Response: Evacuation drills are conducted regularly. Assembly points are marked.
  • Working at Heights: Only trained personnel with fall protection systems allowed.
  • Hazardous Substances: Proper labeling, storage, and handling procedures followed at all times.
  • Traffic & Vehicles: Speed limits, designated walkways, and vehicle inspections enforced.

6. Incident Reporting and Investigation

All incidents, injuries, and near-misses—no matter how minor—must be reported immediately. Investigations will be conducted to determine causes and implement corrective measures. Confidentiality and a no-blame culture are encouraged.

7. Review and Improvement

This policy is reviewed annually or after any serious incident, regulatory update, or operational change. Suggestions for improvements from staff and visitors are always welcome.
